Departments

Administration

The Department of Administration coordinates the day-to-day activities of the City, introduces new methods and procedures, and apprises the Mayor and Common Council on operating results.

Assessor

The Assessor's Office is responsible for providing fair and equitable assessments based on what is taking place in the local real estate market. The Assessor is also responsible for assessing personal property for businesses (business equipment) and follows procedures as outlined in the Wisconsin Property Assessment Manual and Wisconsin Statutes.

City Attorney

The City Attorney is responsible for conducting most of the legal business in which the City is involved.

City Clerk

The City Clerk's Office is the custodian of City official records and is responsible for administration of elections, complaint handling, legal notification, issuance of licenses and permits, and preparation of official minutes.

Finance

The Finance Department is responsible for the cash receipting, accounting, investments, budgeting, banking, borrowing, and financial reporting of all City and Water Utility operations.

Fire

The mission of the Franklin Fire Department is to save lives, prevent harm, and protect property by providing a skillful, professional, and compassionate response to any emergency. We will strive to keep the community and each other safe. We will act at all times with Courage, Honor, and Integrity.

Health

The mission of the Franklin Health Department is to protect and promote health and prevent disease and injury.

Human Resources

The services provided by Human Resources range from analysis and recommendations regarding complex compensation and benefits issues to direct service to employees.

Information Technologies

Information Technologies administers the City-wide computing and telecommunication needs. This includes the City Hall Complex local area network, as well as the City's wide area network (WAN).

Inspection Services

The Inspection Services Department approves permits including electrical, building, occupancy, plumbing, heating, and erosion control. This department is also responsible for issuing code violations, updating codes and ordinances, and sign approval.

Library

The Franklin Public Library is committed to providing library service that meets the needs of the community and its patrons for informational, civic, cultural, leisure, and educational communications.

Municipal Court

The Municipal Court has jurisdiction over local ordinance and traffic citations issued in the City. The Court is presided over by a Municipal Judge, elected every three years.

Planning

Planning oversees all planning and zoning activities including plan review, zoning code enforcement, plan development, and assisting in economic development efforts.

Police

The Police Department is committed to working cooperatively with the public and other agencies to preserve peace, protect life and property, reduce crime, and provide the highest quality of needed service to its citizens and community.

Public Works

The Engineering and Public Works Department provides the staff and materials to plan, develop, construct, operate, and maintain the public infrastructure.

Water Utility

The mission of the Water Utility is to reliably deliver reasonably priced, safe, high-quality potable water of sufficient quantity to meet customer consumption and fire protection needs. View rates, Water Quality Report, and payment information here.
