Franklin has a long and successful history of local investment in development projects, and tax incremental financing (TIF) is our strongest tool. We have five (5) active TIF Districts, which can be viewed on the TIF District Master Map

TIF DISTRICT NO. 5 - BALLPARK COMMONS DEVELOPMENT PROPOSAL

Ballpark Commons is a mixed-use development at and in the vicinity of the Rock Sports Complex located at 7900 Crystal Ridge Drive in the City of Franklin, Wisconsin.  The project encompasses over 200 acres (including the existing Rock Sports Complex) and is expected to have a development value over $100 million.  As in the case of most developments, refinement of plans is expected over time.  Descriptions and images are presented to provide an overall sense of the project, but are subject to change.  As available, please reference detailed plan submissions and approvals for project specifics.

TIF DISTRICT NO. 6

Tax Incremental District No. 6 is a "Mixed-Use District".  The Common Council considered the creation of the District at their October 16, 2018 meeting and the Joint Review Board approved the final Project Plan for TID No. 6 at their meeting of November 1, 2018.

TIF DISTRICT NO. 7

Tax Incremental District No. 7 is created by the City of Franklin as a blighted area district.  The Common Council approved the Project Plan for the creation of Tax Incremental District No. 7 at a Special Common Council Meeting on May 23, 2019.

TIF DISTRICT NO. 8

Tax Incremental District No. 8 is a proposed Mixed-Use District comprising approximately 671 acres located to the northeast of South 27th Street and West County Line Road.  The District is created to pay the costs of public infrastructure and developer incentives needed for the property to be developed.  The Common Council approved the Project Plan for the creation of Tax Incremental District No. 8 at their May 5, 2020 Common Council Meeting.  TIF District No. 8 is managed by the Franklin Common Council.

TIF DISTRICT NO. 9

Tax Incremental District No. 9 is a proposed Mixed-Use District covering approximately 243 acres near 76th Street and Ryan Road. It aims to fund public infrastructure, developer incentives, and related costs for the development of parcels lacking essential services. Carma Laboratories’ plan to construct a 225,000 square foot headquarters is driving the District's creation. The City expects increased property value, job opportunities, income, sales tax, housing development, and economic benefits from the Project.
